Education of Disaster management at grassroot level


Odisha State Open University launched two new programs on Disaster Management namely, (i) Diploma in Disaster Management and (ii) Certificate Program in Relief Centre Management for Disaster Victims.

These two programs are developed in collaboration with National Disaster Management Authority of India.

Keeping the ongoing pandemic situation in mind, the inaugural function was held online through Zoom platform. Over 500 participants from within and outside the state and the country witnessed this historic event.

Shri Pradeep Kumar Jena, IAS, Development Commissioner-cum-Additional Chief Secretary to the Govt. of Odisha and Additional Chief Secretary in Revenue and Disaster Management Department and Special Relief Commissioner,Govt. of Odisha was the revered Chief Guest and Shri Anil Kumar Sinha, IAS, (Retd.)former Vice-ChairmanBihar State Disaster Management Authority, Govt. of Bihar was the Guest of Honour on the inaugural function for launching of the programs. Prof. A.K. Das Mohapatra, Vice Chancellor, Odisha State Open University presided over the meeting. Hon’ble Vice Chancellor, Prof Das Mohapatra introduced the guests. He highlighted about the various initiatives that OSOU has taken in improving the GER through offering different academic programmes over its formation 6 years back.Dr. S.T. Rehman, Program Coordinator, Post-Graduate Diploma in Disaster Management and Certificate Program in Relief Centre Management for Disaster victims, OSOU elaborated about the program design and delivery to the audience.

Shri Pradeep Kumar Jena inaugurated the programs online. He elucidated the importance of Disaster Management and vividly portrayed the significance of Disaster Management in a disaster prone state like Odisha. He further appreciated the association of OSOU with NDMA and extended his priceless knowledge on Disaster Management by taking bits and pieces of his experiences from the 1999 super cyclone to the recent one Fani. He highlighted the initiatives and various plans of the Govt. of Odisha with regards to make every individual aware about the intricacies of Disaster and the preparation that one needs to have at individual level. The Government’s plan to train all its officers and law makers of the State was also highlighted by Shri Jena. He also proposed a collaboration of OSOU and OSDMA to take the Disaster Management system in Odisha to the next level. He expressed his happiness over the initiative that OSOU has taken in emphasizing the importance of Disaster Management and taking a step forward to educate people so that a meaningful work force is ready to handle this menace.

The meeting was then followed by yet another informative address by Shri Anil Kumar Sinha. Shri Sinha shared his valuable insights and encounters of the 1999 super cyclone of Odisha while he was the Joint Secretary, Ministry of Agriculture, Govt. of India.. He aptly stressed upon the hardships, and affliction caused by the super cyclone in 1999. He further emphasized and acknowledged the paradigm shift in terms of pre and postdisaster management measures that Odisha has adopted after the super cyclone of 1999. He further acknowledged Odisha’s supremacy in handling disasters and natural catastrophes. Shri Sinha congratulated OSOU for putting a foot forward in launching DisasterManagement courses and dispersing awareness to face any kind of natural or man-made disasters. “Aapdanahihobhaari, yadipurihotaiyyari” and “Vikasaisahojoaafat se bachayeaurVikashaisaho jo aafatna ban jaaye” were the two befitting slogans that Shri Sinha conveyed in his speech.

Diploma in Disaster Management is a 1 year programme and Certificate Program in Relief Centre Management for Disaster Victims is a 3 months program. One who has passed Senior Secondary Certificate or +2 can enrol in these programs that are available online in OSOU’s E-Gyanjyoti platform. The University has already launched 64 programs and with the addition of these 2 programs, it will have 66 programs on offer for diversified learners.
